There are 2 file types use the .MLC file extension:
1. Microsoft Language Interface Pack
Language interface pack (LIP) file used by the Windows operating system; contains translation information that allows a user interface to be presented in a particular language; used for localizing Windows operating system installations.
Each LIP requires the installation of a base language, which is the source language used to create the translation for the user interface. LIPs often translate only a subset of user interface elements.
NOTE: LIPs must be used by the operating system they support. For example, Windows Vista LIPs cannot be used on Windows 7.

2. MobaLiveCD File
File created by MobaLiveCD, a program used for running LiveCDs in Windows (a LiveCD is a CD-ROM disc image that contains a bootable, self-contained operating system); stores LiveCD information after it is created from an .ISO file; used for opening the LiveCD.
MobaLiveCD is often used for running Linux LiveCDs within the Windows environment.
