There is only one file type that uses the .TFRD extension:
Tape Image Format Requirements Document

Imaging data format used by the National Geospatial-Intelligence Agency (NGA) for storing geospatial data; can contain both image and text data; used for rendering geolocational data within GIS applications.
TFRD files are similar to .NITF files, but they use greater compression. They can be opened by various NITFS applications.
