There is only one file type that uses the .VLP extension:

Website project created with Valadeo LiveSite, an early Web development program; includes HTML pages, images, site settings, and other contents.
LiveSite is no longer developed and has been replaced by other Web development programs like Adobe Dreamweaver and Microsoft Expression Web
