There are 2 file types use the .WBM file extension:
1. Wireless Bitmap Image
Black and white bitmap image used by mobile devices such as PDAs and cell phones; can be transferred between phones via SMS text messages; similar to a .BMP file, but only supports monochrome images.
Wireless bitmap files more commonly use the .WBMP extension.

2. Webmin Module
Plug-in file used by Webmin, a Web-based system administration user interface for Unix; saves a module, which is an addon for the base software; used for adding new control panels or report interfaces, such as printer managers, Web server controls, or system monitors.
WBM files are often distributed with the compound extension "*.wbm.gz," since they may be compressed with .GZ compression.
