There is only one file type that uses the .WD3 extension:
Offline Explorer Data File
File created by Offline Explorer, a program used for downloading webpages and viewing them offline; acts as a project file for the downloaded website and contains references to the sitemap of downloaded files.
Users don't manually save and load WD3 files. Instead, users interact with a site profile and Offline Explorer automatically creates and saves WD3 files in the background. The default download directory for websites is C:\download\.
NOTE: Offline Explorer creates WD3 files with the filename Descr.WD3.
