There are 3 file types use the .XLB file extension:
1. Microsoft Excel Toolbar Settings File
An XLB file is a settings file created by Microsoft Excel, a spreadsheet application. It stores custom settings for toolbars (also known as command bars) that can be modified within Excel. Along with the custom settings, XLB files also include information about which toolbars are visible, where they are located, and what options are available on each toolbar.
Excel toolbars allow you to quickly access important functions, such as "Save," "Undo," "Redo," "Copy," and "Cut." You can customize the toolbar by adding your favorite commands, which include commands available in the various tabs in the ribbon and macros.
Excel saves all of the toolbar settings in the XLB file, which you can transfer from one computer to another to set up the toolbar.
How do I customize the toolbar in Excel 365?
You can customize your toolbar in several ways in Excel 365:

Where are the Excel XLB toolbar settings files located?
XLB settings file are typically stored in one of the two directories:

NOTE: If you delete the XLB file, Excel will regenerate it when opened again, but any customizations will be lost.

2. Excel Toolbars File
Stores custom settings for toolbars (also known as command bars) created in Microsoft Excel; toolbar settings can be modified within Excel by choosing "Toolbars" from the View menu; the XLB file stores these custom settings, including which toolbars are visible, where they are located, and what options are available on each toolbar.
XLB files and allow the same toolbar setup to be transferred from one computer to another or to be used by multiple users. They are typically stored in the [username]\Application Data\Microsoft\Excel folder.

3. OpenOffice.org Module Information File
File used by OpenOffice.org, a free productivity suite developed by Oracle; contains information about a component library or macro, which is written in the OpenOffice.org Basic language and stored in an .XBA file.
XLB files are used with the other library files for loading modules. They are saved using XML formatting and use the names script.xlb and dialogue.xlb.
