There is only one file type that uses the .XOJO_BINARY_MENU extension:

Menu file created by Xojo, a software development IDE; replaced the .RBM file extension; stores binary data for a desktop application menu bar that is being developed in the Xojo IDE; includes information such as menus, items, behaviors, and platform-specific shortcuts.
Xojo projects can be saved in three different formats: Project (text), Binary, and XML. The selected format dictates the menu format. If you do not have a product license, you will only be able to save in the binary format, which closely resembles the old Real Studio binary format.
To create a XOJO_BINARY_MENU file, click the tab of the menu bar you wanted to export, select File → Export [menu bar name]..., choose the save location, name the file, and click Save.
To import the XOJO_BINARY_MENU file, select File → Import, navigate to your file location, and click Import.
NOTE: REAL Software Real Studio became Xojo, Inc. Xojo in 2013.
